Client: Department of the Navy – CIRCUITS The Challenge Increased focus on energy conservation and efficiency compelled the Department of the Navy (DoN) to improve business processes and applications and to promote effective management of energy and utilities. This increased scrutiny comes at a time when budget and manpower reductions increase the strain on all internal programs resulting in the increased need to address DoN energy and utility management. While dozens of energy and utility business applications have been developed during the past decade, the cost to maintain these disparate systems has become increasingly challenging with the issuance of new policies and reduction of labor resources. The Solution To address the growing challenge, the DoN established the Centralized and Integrated Reporting for the Comprehensive Utilities Information Tracking System (CIRCUITS) to maintain the multitude of energy and utility systems. CIRCUITS is a single, web-enabled, integrated DoN-wide enterprise energy and utility management application. This system will replace several of the existing energy and utility management applications and incorporate all of the functionality of those systems and provide additional analytical capabilities. Tangible incorporated its Energy Platform to be the centralized system for CIRCUITS. Beginning with Invoicing and Payments, the teams collaborated to determine how the new system would replace existing systems while developing new processes and procedures to support CIRCUITS. The Results As a result of the CIRCUITS initiative, standardized business processes with support from the integrated platform, now assist DoN in reducing shore infrastructure costs and apply the savings to modernization and infrastructure improvements.
